HOMELAND SECURITY NEWS

In January, ASIS participated in a private meeting with Todd M. Keil, the new Assistant Secretary for Infrastructure Protection (IP) at the U.S. Department of Homeland Security (DHS). Mr. Keil was appointed to his post by President Obama in December 2009, following twenty-two years of service in global security operations and management, intelligence and law enforcement, and threat assessment and risk mitigation. The IP Directorate is responsible for protecting and building resiliency for the eighteen sectors of our nation’s critical infrastructures and key resources.

The discussion covered a wide range of ongoing efforts between ASIS and the Infrastructure Protection staff at the Department, as well as the development of possible new initiatives.





BILLS TO WATCH

ASIS continues to monitor federal security legislation throughout the second session of the 111th Congress. Early attention has been given to a bill that would federalize cybersecurity and set performance measures for private industry. Known as the “Rockefeller-Snowe” bill, S. 773 would empower the government to set and enforce cybersecurity standards and professional certification mandates for owners and operators of critical infrastructure information systems. Companies that comply would receive public recognition for adopting standards and certification programs. Those that fail to comply through two consecutive audits would be required to work with government and private sector colleagues within their sector to develop a remediation plan. It also calls on the President, utilizing private sector input, to develop a comprehensive national cybersecurity strategy.

This bill passed the Senate Commerce Committee in March, though next steps remain unclear. No companion bill exists in the House, and the Senate Homeland Security and Governmental Affairs Committee is expected to introduce its own version of cybersecurity legislation in the weeks ahead.

Congress also has shown considerable interest in moving data security and breach notification bills that have languished over the past several years. Congresswoman Yvette Clarke (D-11th NY), who chairs the House Homeland Security Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology, has indicated her intention to hold hearings and introduce legislation on the way data is retrieved, transmitted, intercepted and stored early in this session of Congress.

ASIS will seek input on these and other legislative issues from its Advisory Committee on Public Policy.
